[gst-devel] Skipping pipeline implementation

Hello, 

I'm trying to produce a pipeline that automagically "skips" (drops)
frames when realtime playback can't be achieved. In other words: I've
got a 12 sec AVI MJPEG file with some effects (say: median), and I'd
like is to always play for 12 secs, even if that means a jerky
playback. 

Is videorate the right thing to do that? I can't find any documentation
on that subject.
