Why not? It shouldn't _install_ it (thus noinst_PROGRAMS). Building it
is perfect for testing whether bugs are in our snapshot of ffmpeg (and
then you can test CVS of ffmpeg to see if it's fixed), or whether it's a
bug in the gst-ffmpeg wrapper. It's very intentional.
