[gst-devel] New prerelease of 0.10.3 core

There's a 2nd prerelease of core at
http://gstreamer.freedesktop.org/src/gstreamer/pre/
as 0.10.2.3

This prerelease contains Andy's newsegment changes as well as updates to
the spec file, and bumps the libtool versioning.
