[gst-devel] MP3 support

hi developers,
                I have planned to make MP3 audio
player in windows using Gstreamer.I want to know
whether Gstreamer has MP3 decoders and encoders.I
found FAAD AMR encoders decoders in Plugins....If the
decoders are there please tell me whereit is????I mean
i which folder...Pls help.....
