Are these separate questions?

gst_filter_run does precisely what the documentation says - it filters a
list based on a filter function passed in.

For your other questions (which are entirely unrelated): gstreamer can
dynamically link elements, as the documentation explains. Decoders can
be such elements.

If you have more questions, please try to phrase them in more detail,
and more clearly. Also, you should probably read the extensive
documentation that gstreamer includes, as it explains many of the things
you're likely to be interested in.
