Hi Ken,
The application that is blazing the path in terms of GStreamer usage on
Windows and MacOS X is Songbird (www.songbirdnest.com) which will be
using GStreamer on all three platforms in their upcoming versions.
The windows port is maintained by us at Fluendo (www.fluendo.com) and
our developer hosts his own repository of binaries which can be found
here:
http://perso.orange.es/moutte983/gstreamer/
We will try to get that moved onto gstreamer.freedesktop.org at some
point.
I don't know if any wxPython application uses GStreamer, but there are a
lot of pyGTK applications using it.
