[gst-devel] element documentation uri as part of GstElementDetails

hi,

in buzztard I have a help-iface that, which only purpose is to aloow to
associate a help uri with an element. This is overkill. I would like to add this
in GstElementDetails (new member help_uri). If one uses GST_ELEMENT_DETAILS()
this could initialize it with the link to the plugin API docs. Wrapper plugins
can override it to point to the docs of the wrapped elements.

This is useful for applications to show docs for an element. In buzztard the
users can plug more or less arbitrary generators and effects.
