Hi,

You could try the farsight plugins, they have applications for your purpose

Alternatively you can try gstrtpbin

http://gstreamer.freedesktop.org/data/doc/gstreamer/head/gst-plugins-bad-plugins/html/gst-plugins-bad-plugins-gstrtpbin.html

If you need to stream a/v from a PC you need to setup a Darwin Server
and the receiver with GStreamer.  In case you want to build your own
applications/pipelines you can use the links above and figure out what
would help you.
