Unfortunately, the windows binaries are not regularly maintained. A
number of people are interested in windows builds, so the source
usually works on windows (or at most requires some fairly trivial
fixes).

OABuild (find it at http://people.collabora.co.uk/~oleavr/OABuild/ )
is generally considered the easiest way to build gstreamer on windows.
