[gst-devel] location of plugins cache on a windows system.

It it not easy expect the exact location of plugin cache in Windows. Usually
it goes under %USERPROFILE%\.gstreamer-0.10\registry.i686.xml. However, when
I execute gst-launch-0.10 in Cygwin, now the cache is located in
$HOME/.gstreamer-0.10/registry.i686.xml
