How are you playing the file back? Have you tried playing it back using
different players (gst-launch/vlc/totem/mplayer/xine), or on different
computers? Do you get constant crackling or just once in a while, or ..?
Are you using recent versions of things? (core/base 0.10.22, good
0.10.14)

You could also create a file with num-buffers=100 or so and upload it
somewhere, then people can check if it crackles for them too.
