If you are looking for a Windows GStreamer installer take a look at
GStreamer-Winbuilds (http://www.gstreamer-winbuild.ylatuya.es).
I actually use GStreamer for a cross-platform multimedia player in
LongoMatch (www.ylatuya.es)
