[gst-devel] next release set - ugly & bad. File plugin-move requests now

The next set of releases on the release schedule are the Bad and Ugly
plugin modules. The modules freeze this Friday, 9th October. If there
are any plugins that need moving between Bad and Ugly, please file
blocker bugs for them now.
