Change Packet Duration for Audio/Video Sent Over RTP

I am using gstreamer RTP elements to send audio and video over a 
network.  On the receiving side I am using identity elements to print 
out timestamps and duration of buffers received.  I was wondering if it 
is possible using gstreamer to change the duration of the audio/video 
being sent over RTP.  For example, the video I receive always has a 
constant duration of .033333333 seconds.  If I wanted that duration to 
be .044444444 seconds, how would I accomplish this task?
