[gst-devel] Regarding GST_sink_Event

HI,

in the mad plugin it has been observed that gst_mad_sink_event  is
trigered before first chain function.
The event is GST_EVENT_NEWSEGMENT with format as GST_FORMAT_TIME.

How this sink_event has been sent with proper format as GST_FORMAT_TIME.. ?
Which module sends this sink event.
