Looking for an ffmpeg plugins speicialist

Hi all

I am looking for an ffmpeg plugins specialist who might help mt to fix some
issue regarding the ffenc_mpeg2video.
This element doesn't always output at CBR, and sometimes it peeks very
strong.

I wonder if someone is familiar with this issue?
Is there some parameter that would fix? If not, is there anyone who is
familiar with the elements source code in order to change it??
