Best encoder for an .mp4 file

I am trying to encode video into an .mp4 file.  Currently I am trying to 
using ffenc_mpeg4, but in the gst-inspect page it is listed as the 
secondary encoder.  I was wondering what is the best encoder for 
encoding video into an .mp4 file?
