Problems with Windows gstreamer

I am trying to get gstreamer for Windows to do things that I have been doing
on linux. So far, it seems like nothing works correctly when I am trying to
use h264. Here is a pipeline that works just fine on linux which gives
errors on Windows.

Doesn't make sense to me.
