how to set latency in totem

How can I set the latency in totem?
It seems to default to 2000 or two seconds. I was looking to set it for 
something like 200 or 50.

Is there a config file, command line  or some way to set settings?

I found I can do this to set the latency. But I wish to stay using totem 
and not build pipes....
gst-launch rtspsrc location=rtsp://mycamera:16200/camera.sdp latency=200 
! rtpmp4vdepay ! decodebin ! xvimagesink
