Development on windows 7 os

Hi all,
I want to develop an application using gstreamer on Windows 7 with 
VisualStudio 2010. The problem I run into is that required header files 
are not found. The gst/gst.h I could find checking out Gstreamer from 
http://ossbuild.googlecode.com/svn trunk. But there are many other 
headers required. Is it possible to develop under Windows or only under 
Linux?
