Pipeline is not working all the time

My pipeline is receiving A/V RTP streams from network and dumping into file
to record the data.
If both the RTP streams (audio and video) coming from network then my
pipeline works fine.
But pipeline does not reach to playing state if I am getting only one stream
from network either audio or video.
