there are currently 2 bugs which prevent the RTSPServer from working. I just send two bugreports with patches, see:

Has anyone been able to get gst-rtsp-server to work on Windows? Using OSSBuilds I have it building, but it will not accept connections from clients. Any help would be greatly appreciated. Thanks.
