gst-python 0.10.21.2 pre-release

Hello python people,

there's a pre-release for the GStreamer python bindings now available at
the following location:

This is only a minor update to the previous release and features:

 - pad probes working properly with recent GStreamer

 - some fixes for encoding profiles / encodebin

 - some build fixes

 - install pygst.h so it can be reused by other
   bindings (such as gst-editing-services)

Please test it thoroughly with all your favourite apps and let us
know of any regressions or other important issues by filing blocker bugs
in bugzilla: http://gstreamer.freedesktop.org/bugs/
