Generate video form Integer Value.

I have a very special requirement.

I have a file which contains an Integer value(0-255). Integer inside
the file will be written by external program so it will vary.
What I want that a program which read this file , and create a video
of 1x1 pixel . the pixel value will be the integer value.
It will be combined with a audio. Final the combined product I want
to send to a icecast server.

The purpose.
The basic purpose is to stream audio with hidden "special codes" which
will be read by client software. Example I can animate a AVTAR based
on the 0-255 integer code.
