It's a bug in the docs I'm afraid [0]. You might find gst-template
useful, or the element-maker tool in the gst-plugins-bad source tree.

I assume you are aware that 0.10 is a deprecated API version that is no
longer maintained and have good reasons to write new code for that
version. If not, you might want to have a look at GStreamer 1.0 instead
(the Plugin Writer's Guide for 1.0 has been much improved too).
