I am doing rtp h264 payloading correctly?

Is it a problem of the decoder or of the depayloader? Or is the cause in some
other element? already in the payloading for example?

The same happens with:
... ! rtph263depay ! ffdec_h263 ! ...
... ! rtph263pdepay ! ffdec_h263 ! ...
... ! rtpmp2tdepay ! mpegtsdemux ! schrodec ! ...

It works with:
... ! rtpmp4vdepay ! ffdec_mpeg4 ! ...
... ! rtptheoradepay ! theoradec ! ...

Without the payloading in between all of the above mentioned codecs giving
correct results.  like e.g.:
... ! ffenc_h263p ! ffdec_h263 ! ...
... ! ffenc_h263 ! ffdec_h263 ! ...
... ! diracenc ! mpegtsmux ! queue ! mpegtsdemux ! schrodec ! ...
