[RFC] dvmux

Hi,

I've noticed that there are gst elements for demuxing and decoding DV, 
but not for producing it. I was thinking I would be fine to have these 
also (dvenc and dvmux, for example), don't you?

To start, I think it wouldn't be very difficult to develop a dvmux (a 
basic implementation, at least).

Do you suggest to modify any of the existing muxers (and which), or just 
start from scratch with the base elements provided in the documentation?
