Perhaps the orc mailing list is a better place to bring this up?

It's down now, but was working fine a few days ago.

You don't need orc git to build gstreamer, just grab the latest release
tarball from somewhere such as

http://ftp.de.debian.org/debian/pool/main/o/orc/orc_0.4.16.orig.tar.gz

I'm sure if you google for 'orc git' you will also find a few
mirrors/clones.
