encoding/decoding delay

Hi all,
I work on a research topic based on GStreamer, and I need your help plz,
I developed two C code's to send a stream from webcam,encode and
encapsulated in RTP, and the second code to receive the stream, decode, and
display.
at first I did some tests on two machines (one sender and Other receiver)
but the latency is very important (network latency +  encoding / decoding
time). So I decided to do tests on the same machine and calculate the
encoding / decoding latency  (by eliminating the latency in the network)
if you can help me measurer encoding and decoding time , some way's to do it
! and the parameters to take into consideration to reduce latency.
