Synthesize DC

How do I synthesize a sound file containing DC of a given amplitude?  I see
that GstAudioTestSrcWave has GST_AUDIO_TEST_SRC_WAVE_SILENCE as an option,
but I don't see whether it is possible to adjust the DC value of the
silence.  Basically, I am looking for a gst-launch command.  Thanks.
