avcC atom in MP4 muxer

Hi,

I test MP4 muxer with AVC video stream. Found MP4 Muxer need video encoder send avcC atom instead of AVC codec data. Why MP4 muxer don't build the avcC atom in itself? FFmpeg muxer will build the avcC atom in the muxer.
