Adaptive video elementary stream playback

Hi,

This is a classic case of resolution changing and you will have to start
from a fresh state. Even older versions of vlc crashes for such a usecase.
Not sure if ffdec handles on the fly change of resolution with new SPS

Whoever detects change in resolution, be it appsrc, parser or decoder can
send a caps changed event up/downstream so that required elements can get
reinitialized. That is one way of handling this
