caps incompatiable problem

I also faces a similar problem. While doing analysis I came to know  that 
 gst-launch  matches the pads capability itself if it is possible ,but while
writing c code we need to take care of matching the pads capability. Use
DEBUG 6 option and see what capabilities are used for matching videorate and
videoconv . Apply the same capabilities by creating another caps filter.
