I suggest you go through gstreamer documents from
http://gstreamer.freedesktop.org/documentation/ and understand what all
gstreamer can do. Please understand that gstreamer is an extremely flexible
framework which lets you achieve any complicated tasks at ease, and not a
push button software. 

Your problem statement is a very top level problem statement. Its tough to
guess what exactly you want to achieve and how you want to use this
framework. May be you should share more information for people here to
understand your needs
