redistributable libraries

Having made an application that uses gstreamer, other people can use
it only if they install the necessary .dll files.
I was wondering if there is a redistributable package of runtime
libraries for Windows as I can't really expect others to install all
the development tools and definitely not to build them from source
files as I can't get that to work myself.
Since I also use the gtk runtime and of course msvcrt.dll I'm worried
about version conflicts.
Can anyone point me to guidelines on how to distribute packages with
the appropriate set of compiled libraries please?
