mpegtsmux: outputting stream time instead of running in PES headers and PCRs

For my application needs I would rather have the output TS from mpegtsmux
have stream timestamps not running time. I have changed mpegtsmux to do
this.

Would a patch be accepted that added something like a "ts-timestamp"
property to mpegtsmux, or is this considered too much of a specialised
requirement to be worth adding?
