Error while loading LIBGSTREAMER-0.10-0.DLL under Windows

But i link against the 0.10-0 libs and if i see the depends.exe entries, the
functions should be part of the libgstreamer and at startup, he searches the
functions in libgstreamer.
The libgstapp-0.10-0.dll is also included in the exe directory.
