specifying log level.

Dear all, 

gstreamer has general but very powerful debug log functions. 
However, sometimes, I just want to see only one level of log so that I made
a patch for 0.10.36 (because I'm still using this version.)

in the most case, it works same as legacy log level, but if you use my
patch, you can specify only one level of log.

for example, 

--gst-debug=3- or --gst-debug=playbin2:3-

I used "-" as an indicator. 

If my patch is useful, I'll make a patch for 1.0.x. or, it's ok that
someone makes enhancement.
