Video size - RTSP streaming

I'm not familiar with your setup but your problem is familiar (with my IP
cameras). 

When I change any parameters on the video stream the camera accepts them (&
reports them as being set) but the stream is unchanged. The only way I can
get the new video is to re-request the stream.

Maybe set the pipeline state to pause then playing after changing the video.
It may work.
