MPEG-4 to File - Bad Quality

Hey Guys, 

I'm using the following pipeline to write MPEG-4 video to a file:

gst-launch-1.0 v4l2src ! queue ! avenc_mpeg4 ! queue ! filesink
location=webcam.mpeg

The video does play back.. but the video quality is terrible.  Does anyone
know what I'm doing wrong?
