How to trigger action on certain position in a stream?

Hi,

what is the best way to trigger action on certain position in a stream?

For example I am playing a file via filesrc ! decodebin ! ... , and I would
like to trigger something when it passes 123 ms.

Is there any other way than just setting timeout that queries current
stream position every let's say 10 ms? Kind of event that I can listen to?
