Why h264parse can only parse version 1?

Now I have a media file, the caps of video is:
video/x-h264, variant=(string)itu, width=(int)720, height=(int)576,
codec_data=(buffer)000000016764001facb605a0937fe004a00322000003000200000300f11e3065c00000000168eaccb22c,
format=(string)H264

It can not be parsed by h264parse plugin because the version is not right.

How to resolve it. Can I change h264parse?
