RTP video test on Windows

I submitted a bug report (702512).
I was wondering if there is any networking on Windows 7 that works with
gstreamer.
I also notice that the TCP plugins have not been developed (tcpclientsrc,
tcpserversink, etc.)
Right now I just need a to send video (no audio) from a Linux machine to a
Windows machine.
Any ideas?
