set_format callback details

Hi Tim,

Sorry for the incomplete details. I am talking about set_format callback of
GstVideoEncoderClass. I am using x264 encoder plugin,  here the set_format
function will be invoked after plugin initialization. Then again set_format
will be called if there is any change in the value of any pad property. Am I
right? And how this callback will be affected by reset callback of
GstVideoEncoderClass?
