You should be using:
./cerbero-uninstalled bootstrap
./cerbero-uninstalled package gstreamer-sdk
Without "-c config/cross-win64.cbc". This config file is only used for
cross-compilation. In your case the bootstrap wasn't run properly and
pkg-config was not built.
