Why is FAAD GPL while FAAC is not

Is it possible to know why specific GST plugins are GPL?  For example, FAAD
is GPL while FAAC is LGPL.  What makes FAAD "ugly"?  Would I likely find the
answer in the source?  Are such answers about any ugly plugin to be found in
their sources?
