Why this H264+RTP stream can't be depayed?

Hi Friends,
    I'm now trying to send a h264 stream with RTP from a android device.   At android side, what I used is it's hardware encoder for the h264 encoding.  Then send the stream over RTP.
   I can play this stream with VLC.    When I try to display it with gstreamer,  it failed with some error.  Looks like h264depay has no any output.

   I have thought this for several days but still have no idea.
   I have attached my log.   Can you please give me some advice or suggestion?
