I just peeked inside the /win32/vs9/ folder and built the vcproj file 
hidden in there. If I'm not mistaken the configure.ac script is what 
you're referring to?

Does that mean I need MinG or Cygwin to get further? Isn't there any 
possible alternative to installing these fairly sizable dev tools?
