mpegtsmux at high bitrates

Thanks for opening a bug.

Unfortunately i'm still on gstreamer-plugins-bad 0.10.21 due to other
restrictions.  

So any improvement on this front found in 1.20 isn't available to me.  So I
understand if some of this is  already alleviated.
