Events based on frame number and timestamp

Hi there,
I'm kinda new to gstreamer. I've been reading the documentation for the
last few days to understand things better. I goggled for similar questions,
however I couldn't find anything suitable.
I need to implement a video/audio player (mainly mpeg2, h.264, mp3) to
embed media objects inside a custom application execution (something like a
browser).
The player implementation itself is not the biggest problem. However I must
be able to receive callback notifications whenever the media has reached a
given frame number or timestamp. Those desired frame numbers or timestamps
would be provided when opening the media file/stream.
In the end, the target is an embedded environment. However, for now, the PC
environment is ok.
Is it possible/fisable ?
